La ville de Nice, dans le sud de la France, vit sous la domination de la pegre. Le milieu est represente par deux caids: Theo Musard et Achille Volfoni. Les deux hommes se partagent l'empire des jeux, des casinos, celui de la drogue, du racket et de la prostiution. La police locale, infiltree et gangrenee par le milieu compte de nombreuses brebis galeuses. Le commissaire principal Grimaud qui dirige les services de police de la ville de Nice a essaye maintes et maintes fois de faire tomber les deux caids mais sans succes. Il decide alors d'avoir recours a un homme qui agira hors la loi. Un flic integre avec des methodes de voyou.
